Mr Paxton Booth is currently the Director, Office of the Executive Director, Corruption at the Crime and Corruption Commission (CCC). During his time with the CCC since 2010 he has worked in various management and legal roles advising on strategic initiatives for the CCC and the direction of corruption investigations. Prior to that Mr Booth worked for 10 years as a lawyer for the Queensland Police Service, including six years as Manager of the Legal Unit providing advice to police on major and complex police investigations. He has extensive experience oversighting covert investigations and the exercise of covert powers in criminal and corruption investigations. Mr Booth’s professional experience includes five years with the Office of the Director of Prosecutions conducting committals, sentences, trials and appeals on behalf of the Crown.
A J Brown is Professor of Public Policy and Law, and program leader, public integrity and anti-corruption in the Centre for Governance & Public Policy at Griffith University. Heather Brown has held leadership roles in governance in major corporates and has a proven record of accomplishment for delivering outcomes that drive sustainable business change and improvement. Prior to joining KordaMentha in October 2016, she was Chief Compliance Officer for GE Capital A&NZ. However, from 2015, she worked primarily on the sale and exit of the GE Capital business from Australia and New Zealand, including executive oversight of program management and governance for the separation of the businesses sold. Ms Brown has held a number of internal audit leadership roles at the National Australia Bank, and has deep experience in risk assessments, methodologies, including risk culture, reporting and capability development. She commenced her career at Deloitte and has spent 10 years living and working in France, Japan and Hong Kong.
Michael Callan has 35 years’ experience in the Australian Commonwealth public sector. His roles have spanned strategic human resource management, public health policy, business management, major capability projects, integrity, governance and human services provision. His last role was Inspector General of Defence leading a small team in managing fraud control and anti-corruption measures, and the department’s statutory whistleblowing scheme. This team undertook complex criminal investigations, interfacing with military and civilian police investigation teams, as well as counterparts internationally. He has been a member of the Australian Federal Police Fraud and Anti-Corruption Centre’s joint management committee, and serious financial crime task force committee. Mr Callan also led the development of a fraud and anti-corruption network with his US, UK, New Zealand and Canadian counterparts. Mr Callan holds a Masters of Arts (Anti-Corruption Studies) from the International Anti-Corruption Academy, a United Nations initiative. He also holds a Masters of Human Resource Management and a Bachelor of Social Science.
Dr Elizabeth Coombs has had an extensive public service career, holding both CEO and senior executive positions and statutory roles (Commissioner, Fair Trading; Commissioner, Local Government Grants Commission) and, currently, is Acting NSW Privacy Commissioner. The Privacy Commissioner has prescribed statutory functions for promoting privacy compliance, recommending legislative, administrative or other action and conducting inquiries and investigations into privacy-related matters.
Assistant Commissioner Luke Cornelius leads the Victoria Police response to the VEOHRC Review into sex discrimination and sexual harassment, including predatory behaviour, among Victoria Police personnel. He served as a Federal Agent for 14 years with the Australian Federal Police, before commencing in 2002 with Victoria Police where he took charge as the Commander of Legal Services. Luke Cornelius has since served as an Assistant Commissioner leading the Professional Standards Command and the Southern Region.
Margaret Crawford commenced as the Auditor-General of New South Wales in April 2016.
Ms Crawford has over 20 years of experience as a senior executive across many large, complex public sector organisations - local, State and the Commonwealth governments - including the Victorian Department of Human Services, the Australian Taxation Office, the NSW Roads and Traffic Authority and Australia's largest local government, Brisbane City Council. Most recently, before joining the Audit Office, she held the position of Deputy Secretary at the NSW Department of Family and Community Services.
Margaret Crawford has worked across a diverse range of sectors, including housing and homelessness, community and disability services, road transport policy and regulation, taxation administration and gaming regulation.
Paul Cullen’s responsibilities in his current role include the development and deployment of Sydney Trains Fraud & Corruption Strategy including policy and prevention and risk management and detection activities. The role, although positioned within Internal Audit, conducts both advisory and assurance activities on anti-fraud & corruption risk management. Paul reports through on a day to day basis to the Chief Audit Executive (CAE) with outcomes of matters reported both to the Executive and the Board.
Mr Cullen is a seasoned anti-fraud & corruption practitioner with more than 25 years’ experience. A former Police Officer from the UK, since arriving in Australia in 1999 he has worked predominately in the Financial Services and Professional Forensic Services sector , where he provided guidance on strategy and capability development to the big four banks of Australia and New Zealand. Since joining Sydney Trains, Paul Cullen has significantly enhanced the anti-fraud and corruption capability and has contributed to a substantial improvement in the organisation’s relationship with ICAC.
Barry Davidow has over 20 years' experience in corruption control in organisations in both the private and public sectors and has contributed to books published internationally on fraud, computer fraud, communications and sociology. He has presented papers at numerous conferences and contributed to a number of professional publications.
Dr Rebecca Denning has a Bachelor of Criminology and Criminal Justice (Honours, 1st Class) and obtained her PhD in Criminology from Griffith University. She is an Adjunct Associate Professor at The University of Queensland and a graduate of the Australian Institute of Company Directors. Dr Denning has extensive government policy and research experience, having worked in State and Commonwealth agencies, predominantly in the criminal justice sector. She has held senior roles in academia, most recently as the Associate Director of the Australian Research Council Centre of Excellence in Policing and Security. Dr Denning has experience in research and evidence-based policy development in the areas of volume and serious crime, corruption, criminal justice processes, policing and law reform. She is particularly interested in translating theory and policy into practice.
Daniel Fabri is a finance and corporate support executive with over 30 years’ experience in the private sector principally providing services to government clients. His roles have involved steering corporate support functions through rapid growth and transition. He joined local government in 2016 being brought in to stabilise and rebuild corporate support for former Botany Bay Council following ICAC operation Ricco. He has since continued to implement the resultant ICAC and Audit Office recommendations at the amalgamated Bayside Council.
Adam Fairhurst is the Director, Integrity and Investigations for the largest health service in Queensland, encompassing more than 16,000 diverse public officials. His role involves organisational management of official misconduct and corrupt conduct investigations, including public interest disclosures and fraud control risk mitigation strategies. Prior to that, he was a Detective Sergeant in the Queensland Police Service, managing major and sensitive criminal investigations including child exploitation, major fraud, homicides and corrupt conduct investigations and critical incidents within the Queensland Police Ethical Standards Command, Internal Investigations Branch.
Geisa Cunha Franco is a professor of International Relations at the Social Sciences Faculty, at the Federal University of Goias, Brazil. She has a PhD in International Relations from the University of Brasilia, and a Master of Social History from the University of São Paulo. As a member of the Center of Global Studies, Ms Franco is currently head of a research project on the creation of an international regime to curb corruption and its impact on Brazil. She is currently working as a visiting researcher at the University of Surrey, England.
David Franks is the Director, Fraud Prevention, within the Australian Taxation Office (ATO). In his role, Mr Franks is responsible for managing a range of fraud and corruption prevention activities across the ATO, including education and awareness, risk assessment, control assurance and management of the agency’s Fraud and Corruption Control Plan. Mr Franks has held a number of fraud and corruption management positions across the Commonwealth over the past nine years.
Adam Graycar is Professor of Public Policy at Flinders University, Adelaide. Before that, he was Professor at the Australian National University where he established the Transnational Research Institute on Corruption. He has extensive experience in government, both Commonwealth and state, and has worked globally. He is continuing his current work on anti-corruption matters with the United Nations, and he teaches at the International Anti-Corruption Academy in Vienna.
Dr Quinn Grundy is a registered nurse and research fellow in the Faculty of Pharmacy at The University of Sydney. She is a member of the Bias and Research Integrity research group at the Charles Perkins Centre, which is focused on commercial and other influences on scientific research, healthcare delivery and policy. Her federally-funded doctoral work at the University of California, San Francisco was the first in-depth study of the ways that sales representatives influence patient care and hospital purchasing through their relationships with nurses. Her current work examines conflicts of interest and commercial influences in healthcare and specifically, mobile health.
Ella Haddad is Manager of Community Sector Relations in the Tasmanian Department of Health and Human Services. Prior to this, she was Deputy CEO at the Alcohol, Tobacco and Other Drug Council. Ms Haddad has served on the boards of several community organisations including TasCOSS, Women’s Health Tasmania and the Tasmanian AIDS Council. She has extensive experience in policy and law, equipping her well to implement outcomes based purchasing for government.
Craig Hawkins has 34 years’ experience in law enforcement and investigations and has been with the Crime and Misconduct Commission/Crime and Corruption Commission (CMC/CCC) for 13 years. He has been an Operations Coordinator with the CMC/CCC for the past six years leading a multi-disciplinary investigation team managing investigations and covert operations into allegations of Misconduct and Serious Corruption predominantly within the Queensland Police Service (QPS) as well as overviewing QPS investigations into Policing related Deaths.
Immediately before joining the CMC in 2004 Craig operated his own fraud investigation company in Queensland for three years prior to which he served in the NZ Police Service for 18 years with 14 years in the CIB.
Graeme Head was appointed as the inaugural NSW Public Service Commissioner in October 2011. The Public Service Commissioner is an independent office holder.
Prior to his appointment, he had most recently served as Deputy Secretary with the Commonwealth Department of Health and Ageing and as Chief Executive of the Health Reform Transition Office in 2010-11.
Prior to joining the Commonwealth Government, Mr Head had around 30 years’ experience in a variety of public sector roles in New South Wales, with more than 18 years in executive roles. He was Director General of the former Department of Services, Technology & Administration (now the Department of Finance and Services) and Deputy Director General with the NSW Department of Premier and Cabinet (DPC). Before that he had spent 17 years in a range of senior roles in the environment portfolio and 11 years in the health system.
Andrew Howe has been with the Corruption Prevention Division of the NSW Independent Commission Against Corruption (ICAC) since January 2013. During this time, he has led corruption prevention analysis on a number of ICAC investigations and been leader or contributing author on project publications concerning international university students and organisational change. Prior to joining the ICAC, he worked as a researcher in the university sector, and holds a PhD in Psychology from the University of Sydney.
John Hyde is an anti-corruption consultant with the United Nations Pacific Regional Anti-Corruption (UN-PRAC) Project working with most of the Pacific Parliaments. He has been chair of the Global Organisation of Parliamentarians Against Corruption (GOPAC) Oceania and executive member since 2013. Mr Hyde was Member for Perth in the Parliament of Western Australia (WA) for 12 years, concluding in 2013. He also served as the Parliamentary Secretary for Health and Attorney-General and chaired the WA Parliament’s Joint Standing Committee on the Corruption and Crime Commission.
Chris Johnson is the CEO of Urban Taskforce Australia, an organisation that represents the property industry. In this he has produced research papers on the structure of local government in NSW and publications on the future of our cities. He worked closely with local government as Executive Director in the NSW Department of Planning in developing the Housing Code, plans for regional cities and urban renewal generally. Before this he was NSW Government Architect for 10 years, a member of the Central Sydney Planning Committee, the Heritage Council of NSW and many government committees. Mr Johnson has written or edited over a dozen books on urban planning, architecture and cities. He has been adjunct professor at 3 Sydney universities and was made a Member of the Order of Australia in 2012.
Gavin Joseph is a Senior Strategic Assessment & Research Officer at the Independent Broad-based Anti-corruption Commission (IBAC) in Victoria. He has spent the past 10 years working in a variety of tactical, operational and strategic intelligence roles.
Manolo Kagahastian has 19 years’ managerial experience on internal control systems and six years in management information system functions acquired from a Philippine government corporation from which he retired in 2012. As internal audit head, he was involved in the review of the effectiveness of business processes, safeguarding of company assets, and compliance of transactions with relevant laws and regulations. He is now engaged in freelance consulting.
Tom King is Head of Partnerships at the Organised Crime and Corruption Reporting Project (OCCRP). He is responsible for building and maintaining relationships with the OCCRP’s network of key supporters and colleagues, including donors, the wider investigative journalism community, and the global anti-corruption movement. Before joining the OCCRP, Mr King advised some of the world's largest investment firms as a specialist political due diligence consultant. He also worked in the UK Parliament as a researcher, speechwriter and adviser.
Shane Kirne has been a key member of the Commonwealth Director of Public Prosecutions (CDPP) since 1985. Mr Kirne has personally handled and/or managed a diverse range of matters, including large and complex drug matters, complex commercial fraud and market manipulation matters, and prosecution of frauds committed against the Commonwealth or by Commonwealth employees, including fraud committed by a member of federal parliament. Mr. Kirne’s knowledge and experience is highly regarded. He is regularly invited to share his knowledge of commercial crimes and their prosecution at legal forums. Mr Kirne holds degrees in Law (Hons) and Arts from the University of Melbourne.
Anne Koch is a Director at Transparency International’s Secretariat in Berlin, focusing on grand corruption. She joined the Transparency International Secretariat in 2011 as Regional Director for the Europe and Central Asia Department. She previously worked as Deputy Director of the BBC English World Service.
Jeffrey Lawrence is a Chief Investigator in the Investigation Division of the NSW Independent Commission Against Corruption (ICAC). Prior to joining the ICAC in May 2012, he was a Senior Investigator at the Police Integrity Commission (PIC) for seven years from 2005 to 2012. Mr Lawrence joined the PIC after having served for over 18 years with the Queensland Police Service. During his time in the police, he served in both uniform and plain-clothes positions. Mr Lawrence left the Queensland Police Service as Detective Sergeant in 2005. As a detective, he served in various units including the Major Fraud Investigation Group, Casino Crime Unit and the State Drug Investigation Group.
Mark Leishman joined KPMG in 2001 after 21 years' experience in law enforcement across several Australian Federal Government positions, including the Australian Federal Police, ASIC, Immigration, Department of Defence and Department of National Defence (Canada). He has been the lead partner for the Korea and New Zealand practices and is currently a Forensic partner in the Brisbane office, overseeing the Queensland and Canberra practices. Mr Leishmann was the Asia Pacific Investigations Network leader from 2004 – 2015 and is currently the Forensic service leader for the government sector.

Mr Alan MacSporran QC was admitted as a Barrister-at-Law in 1978 and worked as a Crown Prosecutor until 1984 when he went to the private bar. He has a Bachelor of Laws from the University of Queensland. Mr MacSporran was appointed Senior Counsel in 2005 and Queens Counsel in 2013. He has developed a broad practice in criminal law with specific reference to fraud and like offences. He has prosecuted a range of matters on behalf of the Commonwealth Director of Prosecutions including large-scale tax frauds, insider trading and corporate crimes.

Mr MacSporran represented the State of Queensland at the Queensland Floods Commission of Inquiry and the Queensland Health Payroll System Commission of Inquiry. In 2015 he was appointed to review the Queensland greyhound racing industry. As well as prosecuting matters for the State and Commonwealth, he has provided legal advice to those bodies on a range of matters over many years.
From 2004 to 2009 Mr MacSporran served as the part-time Parliamentary Crime and Misconduct Commissioner. He has also regularly provided legal advice to, and represented, the Criminal Justice Commission, the Crime and Misconduct Commission and the Crime and Corruption Commission.
Mr Michael Manthorpe PSM was appointed as the Commonwealth Ombudsman for a 5 year term on 8 May 2017. Michael had previously led the Department of Immigration and Border Protection’s Visa and Citizenship Services Group since 2013 and previously worked for the Department of Education, Employment and Workplace Relations and its predecessors for 25 years. Michael was awarded the Public Service Medal in 2010 for his leadership of the government’s handling of the insolvency of ABC Learning childcare centres.

Ben Marx has been with the NSW Independent Commission Against Corruption (ICAC) for 10 years. Yusuf Moolla is passionate about using data, analytics and emerging technology to provide performance and risk focused insights. He uses a data driven approach to help organisations understand their risk exposures, improve their risk posture and solve complex business problems. Mr Moolla has over 15 years’ experience, primarily with Deloitte and KPMG in Australia, Europe, Asia and Africa. Eleri Morgan-Thomas is Executive Director of Service System Commissioning in NSW Family and Community Services. She is responsible for managing funding, contracting and relationships with non-government organisations from out of home care to community housing. Prior to joining the NSW Government in 2013, her career was mainly in senior management in the non-government sector including Mission Australia and the NSW Federation of Housing Associations. Ms Morgan-Thomas also spent two and a half years as Chief of Staff to the Leader of the Australian Democrats in federal parliament. She has degrees in science, economics, business and law.

Carolyn Nixon leads the Australian Commission for Law Enforcement Integrity (ACLEI) corruption prevention practice. She convenes ACLEI's Community of Practice for Corruption Prevention, a standing forum of integrity framework designers and anti-corruption practitioners from Australian Government law enforcement agencies. Ms Nixon holds a Bachelor of Education and Master of Strategic Human Resources, and has public sector, integrity and law enforcement agency experience. She is a graduate of the International Anti-Corruption Academy summer program (Vienna 2013) and represented the Australian Government as a delegate to the United Nations Convention Against Corruption held in St Petersburg in 2015.

Prior to commencing at the CCC in July 2015 she assisted the Commission of Inquiry into the regulation of the Queensland Greyhound Racing Industry as the Commission's Executive Director and Secretariat, a role which allowed her to combine her experience in law, risk management, corporate governance, workforce management and organisational strategy - key skills and experience she has developed during previous roles in the Departments of Transport and Main Roads Public Works and Housing and Emergency Services as well as a lawyer with Corrs Chambers Westgarth. Assistant Commissioner Clem O’Regan is a career police officer with over 36 years’ service in the Queensland Police Service. He has had a variety of experience including general duties, investigations, prosecutions, policy development, education and training, and in management of regional, corporate and metropolitan settings. He has worked in Brisbane, Gladstone, Logan, and Townsville.
He has undergraduate qualifications in accounting and human resource management, and post graduate qualifications in management, leadership, education and public administration. He was appointed as Assistant Commissioner for the Northern Region in August 2008 to February 2014.
With 15 years experience in the NGO and international development sectors, Jeremy Sandbrook has conducted corruption prevention work throughout the developing world. Prior to his current role, he was head of anti-corruption and integrity at SOS Children’s Villages International, where he led the international aid organisation’s efforts to tackle fraud and corruption across its 131 operating countries, 35,000 staff, and €1.1 billion annual budget. In addition to working with NGOs, Mr Sandbrook has provided anti-corruption services to a number of State and Federal agencies, including corruption prevention training to the Australian Charities and Not-for-profits Commission, Saudi Arabia’s National Anti-Corruption Commission (‘Nazaha’), and Jordan’s NPO Registry. He was also the inaugural co-chair of the INGO Accountability Charter’s Peer Advisory Group on Anti-Corruption, and lectures on anti-corruption at the University of Sydney’s Centre for Continuing Education.
Frank Sartor AO is a former Australian politician and Member of the New South Wales Legislative Assembly representing the seat of Rockdale for the Australian Labor Party between 2003 and 2011. He was New South Wales Minister for Climate Change and the Environment and Minister Assisting the Minister for Health (Cancer) between 2009 and 2011. He had previously been Minister for Planning, Redfern Waterloo and the Arts, and Minister for Water and Utilities.
Mr Sartor was Lord Mayor of Sydney for nearly 12 years from September 1991 to March 2003. He is the second longest-serving Lord Mayor of Sydney. Mr Sartor works as a consultant planner since leaving politics in 2011.
Kate Seiffert is a Team Leader in Investigations at the Independent Broad-based Anti-corruption Commission (IBAC), leading a multi-disciplinary team in conducting complex corruption investigations. She was the case officer for Operation Dunham. Kate commenced her career in Victoria Police and worked in several criminal investigation roles, before joining the Australia Federal Police where she was an investigator in Child Protection Operations and the Fraud and Anti-corruption team. Kate holds a Bachelor of Laws and a Masters in Criminology.
Adam Shapiro has been working in the Corruption Prevention Division at the NSW Independent Commission Against Corruption since June 2008. His background includes both public and private sector employment in roles such as project manager, chief operating officer, subject matter expert, senior instructional designer and content editor. He was also heavily involved in business development activities, contract negotiations and the drafting of contract and functional specifications. His corruption prevention experience includes workshop facilitation, developing training and corruption prevention resources and providing advice across the NSW public sector.
David Sordello is a Team Leader in Investigations at the Independent Broad-based Anti-corruption Commission (IBAC) in Victoria, leading a multi-disciplinary team in conducting complex corruption investigations. Prior to that he was a Detective Sergeant in Victoria Police, where for 15 years he largely worked in complex crime and corruption investigations, intelligence and covert support.
Donna Thompson has over 20 years' experience within chartered accounting in Australia and the US, industry and federal law enforcement as a financial investigator at the Australian Crime Commission. Ms Thompson specialises in conducting fraud and misconduct investigations utilising forensic technology, for remedial action, civil and/or criminal proceedings. Bruce Turner AM established a strong record of accomplishment as one of Australia's leading chief audit executives (CAE) and is recognised for creating "world class" internal audit units. He retired as CAE of the Australian Taxation Office in 2012. He is now an independent chair or member of six audit and risk committees and is a company director on two boards. As CAE at government-owned rail and energy entities, Mr Turner's responsibilities have included major investigations, entity-wide investigation coordination, and corruption prevention.
Julie Walton holds degrees in law and urban planning, and is a former officer of the ICAC. She is the author of “The Ways of the World: implications of political donations for planning systems” published in November 2015 by the University of Sydney’s Henry Halloran Trust. She teaches at UNSW in the Faculty of the Built Environment. She is also a Senior Associate at OCM, chair of the Shellharbour Governance, Risk and Audit Committee, and a member of Wollondilly Shire Council’s Audit Committee.
John Watt is a consultant with over 20 years’ experience who has supported a wide range of organisations in improving their management of fraud and corruption, including the NSW Police Force, the Australian Taxation Office, the Audit Office of NSW, RailCorp, the Ministry for Health, the Cancer Institute, Hawkesbury and Parramatta Councils. Mr Watt has run more than 250 fraud and corruption prevention workshops across the NSW public sector to considerable acclaim, and is now Managing Director of the Fraud Prevention Experts.
Commissioner Mal Wauchope is responsible for leading the future direction of the Western Australian public sector in his role as Public Sector Commissioner. In November 2008, he was appointed Commissioner after 11 years as Director General of the Department of the Premier and Cabinet. Commissioner Wauchope holds a Bachelor of Commerce (Hons) and Master of Commerce from the University of Western Australia. He also represented Western Australia on the Council for the Order of Australia for 18 years.
A former golf professional, Sergeant Webb joined the NSW Police Force in 2002 and served several years in general duties before moving into a training and education role in 2007. After eight years in various teaching positions he was promoted to the rank of sergeant in 2015 where he works within a small professional standards team focused on misconduct prevention initiatives. Sergeant Webb holds several internal training and leadership qualifications as well as a degree in vocational education and training.
Chris Wheeler has over 30 years’ experience in complaint handling and investigations, as well as extensive experience in management and public administration. Among other things, he is responsible for the work of the Public Administration Division of the NSW Ombudsman and direct oversight of the responsibilities conferred on the NSW Ombudsman under the Public Interest Disclosures Act. He also has responsibility to lead and coordinate the preparation of publications issued by the NSW Ombudsman to guide and improve the performance by public officials of their duties. Mr Wheeler is a qualified town planner and lawyer who has previously worked in a variety of positions in State and local government in NSW and Victoria. He also worked for some years as a solicitor in the private sector.
David Wolf returned to the role of Chief Municipal Inspector, Local Government Investigations and Compliance Inspectorate, Victoria, in June 2016, having established and led the Inspectorate from 2009 to 2013. Mr Wolf has an extensive regulatory and communications background with previous management experience and executive roles in media, corporate communications and more recently as a director with the Victorian Building Authority. In addition to his professional roles, Mr Wolf holds executive positions with incorporated community organisations and is an Executive Fellow of the Australian and New Zealand School of Government.
Allan has nearly two decades of experience within investigative roles in the UK and Australia. The outcomes of this work is to assist organisations in their development of integrity-based frameworks, ethical workplace practices and their resilience to corrupt conduct. He is an accredited counter fraud specialist, a certified fraud examiner and he holds degrees in business studies and counter fraud and counter corruption studies. Mr Yates is currently undertaking a PhD that seeks to understand how corruption is perceived, interpreted and addressed in local government.
